Becoming a member of the Board of Directors

The Department’s business and affairs will be managed by a Board of Directors (BOD). The BOD helps ensure that the Department is operating within all the proper legal requirements. The total number of BOD members allowed to serve at one time is eight (8).

 

To qualify as a member of the BOD:

  • 18+ years old
  • Citizen or Legal Resident of the US
  • Pass a criminal history and criminal background check
  • Own property in the fire district
  • Pay a fire tax that supports the Department
  • Please note:
    • No more than three (3) active volunteers on the board at one time.
    • Neither the Fire Chief, Assistant Fire Chief can serve on the BOD.
    • A husband and wife (spouses) cannot serve on the BOD at the same time.

Meetings:

  • Monthly
  • First (1 st ) Thursday of each month
  • Held anywhere in Catawba County.
  • Minutes kept by Secretary and distributed in 48-hours.
  • Open to the public and the press.
  • Special meetings may be called five (5) days in advance by text, email, phone/voicemail, fax, USPS mail, or in person.
  • Emergency meetings may be called by two (2) BOD 24-hours in advance by text, email, phone/voicemail, fax, USPS mail, or in person.
  • Closed meetings may be called by two (2) BOD for issues related to personnel, real estate, and legal matters.
  • Quorum is five (5) members.
  • Standard Agenda:
    • Call the Meeting to Order

    • Approval of the minutes of the last meeting, annual & regular

    • Approval of the Treasurer’s Report, both annual & regular

    • Election of Board Members, annual meeting

    • Election of Board Officers, regular meeting after annual meeting

    • Old Business, regular meetings only

    • New Business, regular meetings only

    • Fire Chief’s Report to the Board, regular meeting only

    • Public Comment, both annual & regular meetings

    • Adjournment

  • Special or Emergency Agenda:

    • Call the Meeting to Order

    • The Board shall only address the matter that was detailed in the “Notice” given to the Board Members

    •  Adjournment.

Terms:

  • Two (2) years each (staggered so only half the BOD is elected each year)
  • No term limits (you can be re-elected)
  • Eight (8) members total
  • If a vacancy occurs and the term is still active, a new member can fill that slot until the term expires if elected by a majority vote.

Elections:

  • Elections held at the Annual Meeting (4th Tuesday of June)
  • Secret ballot

Officers:

  • Elected through a majority vote.
    • Chairperson: Presides over meetings, serves as president of corporation/Department, signs docs
    • Vice Chairperson: Serves as president in chairperson’s absentia; vice-president of corporation/department
    • Secretary/Treasurer: Takes minutes/maintains financials
  • May be removed when requested by two (2) or more BOD and approved with a majority vote.

How to Apply:

  • Visit the Department, Monday-Friday between 9am-4pm for an application.
  • Submit a BOD application at the May BOD meeting or to a BOD member 30-days before (but no more than 45-days before) the Annual Meeting (4th Tuesday of June)
